Proposal #15: The Evergreen Committee.

I propose that any full or co-opted member of an international activity/programme committee must have participated in a camp-based activity/programme in the prior 5 years. If he/she fails to do this, they have to leave the committee.

Rationale

It is important that people taking care of activities/programs can still relate closely to the reality which they are supervising. Too much time far from the field can detach "committee people" from the real problems.

I friendly ammend this proposal with the following text.

PROPOSAL (to be added)
All new IO staff should have addended a CISV program for its full length.

RATIONAL
Is very important that the philosophy of the organization is really passed throught to all the people working for the organization.

I agree with this proposal but I would suggest a friendly ammendment to increase the time-limit for 10 years, instead of 5.

If we would take the 5 one seriously we would have very few people working in any committee of CISV at this point. Besides, not always people have time to commit to both things (programme and organizational leadership) at the same time.

I share Marcos concerns, that some people may not be able to do both - being an active leader in a CISV programme AND volunteer in the organisational structure.

Also, I think this would exclude parents from giving input on the international level - I think parents are an important group to shape and form the way CISV programmes develop.

Teo's point of concern - the disconnection between the organisational structre and the reality in the programmes - however, still stands.
