Proposal #11: Village host fees.
I propose that a system of Host Fees is created for the Village Programme.
Rationale:
Villages are, very commonly, the biggest financial problem for CISV Chapters. The reasons are not only connected to amount of money available for it, but also about the planning process demanded to the chapters in the actual process of hosting a village. Since there are no host fees, chapters must save money from all programmes during the period that they are not hosting to finance the camp. This demands long-term planning skills that local directors often don't have, leading them to the situations when, very close to the time of the programme, there is no money. This obviously affects quality
So, would the creation of a Host-Fee System for Village Programme help increase the financial sustanability of chapters and help developing them?
(anyways, this is something I’ve been hearing for ages and never saw a deep discussion about)

I think this proposal has some good points, nevertheless, these are th big caveats:
- direct money for the host chapter will always reduce the motivation and commitment to fundraise.
- the cost of hosting a village varies tremendously around the world. Not only the exchange rate to the pound, but also the costs for food and accomodation can be very different. It is much easier if these things would be dealth with WITHIN an NA, and not internationally.
- any additional fee will only make CISV participation more expensive and less inclusive.
Nevertheless, some people say, the increae and popularity of summercamps derives most of all from the host fees, that give a certain "planability" for host chapters, and financial security. If a host fee for villages will increase the numbers of villages hosted, I'm all for it. Because more programmes in CISV will spread the burdon of our administrational costs (AIM and IO) with only a limited amount of extra work. This again could be used to reduce fees elsewhere and - hurray - make CISV more affordable and inclusive again.
I think more than a Village Host fee has to be done. In todays enviroment we cannot justify different costs for different activities.
We need a single day/fee which can be applied to every activty: villages, summer, iym, etc.
So that the cost of an activity for participants will depend only on the number of days.
CISV Brazil is proposing this village host fee this year at aim with a motion supported by ARC.
I agree with Teo that a Village Host Fee isn't enought, we must start to look to the big picture of the fee situation.
