Proposal #35: Constraint-resolved Matchbox.
I propose that IC Matchbox will be subsituted by a IT system based on Constraints Solver. CISV International shoud hire a IT Consultant to design such system in order to create an easy interface to inster "constrains" to the system which willbe than perfomed by IO, based on NA requests. Such system should be flexible enough to be used for the creation of pools of all programms.
Rationale
The primary aim of such a proposal is to get rid of the IC Matchbox, which actually is a very confusing and exclusive procedure (for countries which cannot attend). Expaning this idea I believe that such system will be very much usefull for other program too, freeing some IO officier time, to be dedicated to some more interesting
Background
Accoding to wikipedia (http://en.wikipedia.org/wiki/Constraint_satisfaction) in computer science, constraint satisfaction is the process finding a solution to a set of constraints. Such constraints express allowed values for variables, and a solution is therefore an evaluation of these variable that satisfies all constraints. Constrains could be easily express criterias for camp pool creations (such as all delegation of each camp should be different, at least 2 delegation from the same region shoul be present... etc) or criterias to match IC partner (NA willing to have N interchange in july with a certain region... etc).

Well, I think it´s common sense that the Interchange Matchbox system is a bizarre anomaly from any serious organisational process.
The big question is, I think, is much more "to which system should we change". And it is on this point that I disagree with Teo.
Even though ideally I think that a web-based system (that I´m not sure I really understand yet) would be perfect, I don´t think it´s adequate to our ladies that manage the interchange programme worldwide.
Interchange is a family-based programme, and most of the coordinators locally (and nationally) are parents not so used to web-tools. I think it could be, for some of them, quite shocking to just have a switch from tea-at-aim to a web server. Hm.. makes sense?
So, for this reason, I suggest that we should make a usual (IO-style) plan to give a first step away from the Matchbox and then make a general switch to web-based programme management.

I totally agree with Marcos.
And I agree with what you say Teo, on having to simplify this confusing and time-consuming process which is obviously exclusive and costly for some countries (who feel they have to send an IC person to AIM just to go to the matchbox).
I say, let's simplify it, and include it in the rest of the pools already there for all other programs. It must be possible

I thought we were the only country that sends every year one person at AIM just because she's in charge of interchanges !
She's actually taking a spot and a lot of funding, whereas a lot of people could go instead of her and work a lot more on other topics.
Yhis system is really a waste of time, money, opportunities, is everything but democratic, and is it a coincidence that it concerns the less CISV-ideal based programme of all ?
Damn, we just should get rid of IC, as Karo said in Italy this EJBM ;-)
