Proposal #61: Exit IJBC.
I propose that no more IJBCs are being held.
Rationale
With the growing strengths of regional JB structures, and the IJB-team as a de-facto JB-committee that meets during pre-AIM, it's the logical next step to scrap the IJB-conference altogether and make the best use of the human and finacial resources elsewhere.
Respectfully submitted, Nick (GER)

I agree in principle.
I think it's about time for a new format for IJBC (discussion forum, action planning, infiltrate CISV International) - but I still see the value of a meeting where everyone can work together.
Also, come on - it's obvious that these resources are a.) impossible to calculate and b.) would never be rationally used, as it comes from many sources.
So yeah -- re-invent IJBC, but keep the IJB Team in charge of using the money. They are the ones that do it best anyways.
I'm actually damn serious about this proposal. I think regional conferences/trainings can organized in a cheaper and more targeted fashion. The IJB-team, composed of representatives of the different regions, meets for 3 days during pre-AIM, just like any other committee.
Also, I know that the financial resources are difficult to calculate, but instead of sending two people to IJBC and two people to EJBM a European JB could send 4 people to EJBM,
Furthermore, the timing of IJBC conflicts with other CISV programmes, whereas regional meetings usually take place around Easter.
Still no convinced?
Just for the records -- I wrote an article for the latest IJB Thinks about the need for a new vision for IJBC.
I don't think my article and what Nick is saying are incompatible; it just adds some points.
Check it out here:

Thanks for the link, Marcos - form some reason I never "got" that IJB Thinks.
All in all I'm usally for the Dalai-Lama-esque middle way, also I haven't been to IJBC for 9 years, so I should be saying, yes, yes, yes, Marcos is right, but...no, no, no:
- Without IJB AIM could be a day shorter and maybe held at a smaller, therefore cheaper site - hence save money for every one.
- Taking out the training element of IJBC and saving it for the IJB-team + a few others would make it a working meeting instead.
- Building up new stuff, and creating something new is always easy. It's more difficult to see the beauty in taking something away. (I'm writing this in "operation shutdown"-spirits)
